Fairy lamp base marked RD.No.92571

This fairy lamp base is marked RD.No.92571. Unfortunately it has a couple of small nibbles, but it looked interesting and I don't come across these very often, plus I can't resist buying anything small (and inexpensive 
) marked with a registration number. Is it American please?

The design for this lamp was registered by J. Stembridge & Company on January 30, 1888. It is English, not American.
