Base or not? Unknown decoration?

This item just came up on ebay, and looks very much like a cup and dome would fit it nicely, however, I have never seen that design before. How about anyone else? Take a look at the photo below. If you want a closer look, It is item number  251485704707

I have also been watching that bowl. I think it would make a nice base but the decoration is puzzling. If the design is authentic, I wonder if it could be from Mt Washington instead of Webb?
